Oklahoma Senate vote is a Victory for Property Owners

This State Senate vote in Oklahoma is a victory for private property rights.  Oil/gas leaseholders have rights to access their minerals.   While municipalities have regulatory authority, I do not believe they have the right to stop natural gas exploration.

My question is:  how does PA DEP enforce this proposed regulation?   There is a lack of consistency and clarity in the definition.  It will be difficult for the industry to comply with.  Please contact me if you would like more information and are concerned with noise and drilling.
