This is a nice background article related to Shale development and public policy at the state level.  I believe New York is wrong with their moratorium policy.  Ohio, PA, and West Virginia are more on the right track with their policies related to drilling.

Gas prices affect impact fee revenue in PA

Lower gas prices may impact revenue from the Commonwealth of PA Impact fee.   I would share in the Marcellus Shale Coalition argument that a severance tax will do more harm than good.  It will discourage production in PA due to higher costs and less ability to make a profit.
